Norfolk County Council has launched a brand new High Quality PE Award to recognise schools that are delivering "High Quality" PE. The award was launched at the Norfolk PE and Sport Strategy for Young People Conference. The Award will be given to those schools who can demonstrate that they are not only delivering the entitlement agenda of 2 hours a week but that it is also of high quality. The process of applying for the award will also take schools through a self-review, leaving them extemely well placed to ensure that PE can show how it is delivering to the whole school improvement agenda through the school's SEF. It will allow the PE Subject Leader to recognise both strengths and areas for development, planning how to capitalise on strengths and address areas of development.
More importantly it will focus attention on the outcomes for pupils. Physical Education recognises this and is the only curricular subject to identify what a high quality teaching and learning experience might look like from the pupils perspective. These 10 high quality PE outcomes are embedded into the award, together with the 5 outcomes for Every Child and the Ofsted criteria. The award also recognises the new curricular aims (at KS3 and proposed at KS1/2).

These dates apply for the following year with Round 1 always being on 31st December and Round 2 always on 31st July
This Award Application Pack (Primary) is colourded Blue. The blue denotes that it applies to all schools which have primary aged pupils. That is National Curriculum Yr R - Yr 6 (this can include nursery). Special Schools should decide which phased award they want to apply for and help and advice can be given by contacting Martin Radmore (01603 697000).

This Award Application Pack (Secondary) is coloured Red. The Red denotes that it applies to all schools which have pupils from National Curriculum Yr 7 upwards. Frequently Asked Questions
Q1: When can we as a school apply for the award?
The process involves building up an accurate picture of exactly what physical education is like in your school. This will require you completing the application form and providing the evidence (documentation) as listed at the back of the pack. This consists of evidence of pupil progress and standards achieved. These are detailed by the Norfolk Assessment Framework Planning and Assessment Sheets. You will need to put examples of these for each year group in so that we can assess coverage, progress and attainment in line with national expectations.
The soonest that any school can apply is by the 31st December 2009.
Q2: Will there by a series of key dates for submission for the Award?
Yes. There will be 2 rounds for applications to be received by our office. These will be the same for each year that the award is in operation. These are:
Academic Year 2009/10
Academic Year 2010/11
Round 2 31st July 2010
Q3: If we achieve the award how long will it last for?
The Award is for two years. During this time the school can use the logo on headed paper etc. and for other publicity material. A copy of the Award can be displayed in the School and it will recognise the hard work, dedication and quality of your provision.
Q4: Does this local Chartermark replace Activemark and Sportsmark?
No. It is designed to compliment the award that follows automatically after you have completed your PESSYP data return. Activemark and Sportsmark only celebrate the quantity of provision and rely upon simple data entry. What we have sought to do with our local Award is to celebrate the importance of the quality of this provision. The Award only focusses on the quality of Curriculum provision. If we can ensure that this 2 hour entitlement is a high quality experience we feel that more young people are going to want to make PE and sport part of their daily routines.
Q5: What support is available to help us gather the data and apply?
All Primary Schools and Special Schools can access support and training through the School Sports Partnership Training Programme for PLT's. Here in Norfolk that is usually led by Martin Radmore, the County's PE Adviser. All Secondary schools can use funding from their school's secondary strategy monies to buy in time from the County Adviser. The process of application brings together all elements of the support work to Primary schools through the PLT Training Support Programme and best practice from Secondary Schools. The information contained within the application is information which supports and to some degree expands upon a subject SEF document.
Q5: Do you expect us to do more lesson observations above those required for performance / appraisal processes?
No. You should use this as an opportunity to highlight the teaching and learning in PE by those class teachers or specialist staff who teach this area of the curriculum. Lesson observations done at regular intervals in the school year which are used for performance management should be used as evidence of the quality of teaching and learning, together with any areas for development.
Q6: Can TA's who have completed the Norfolk PE Teaching Competence Standards be included in the collection of evidence?
Absolutely. Anyone who contributes to the experience which the pupils receive in your school should be included. As an assessor we are looking for the overall picture of the experience for pupils.
